This effort supports the BIA Environmental Management System by providing technical assistance to protect American Indian and Alaska Native environmental resources. The scope of work focuses on three primary areas: conducting asbestos surveys to determine presence and abatement costs, performing Due Care assessments for Locations of Concern within the Environmental and Disposal Liability Inventory, and executing Phase II Environmental Site Assessments for Fee to Trust acquisitions in accordance with ASTM E1903-19. This acquisition serves as a follow-on to existing EMAP program audits and Phase I ESAs, providing the necessary detailed analysis and sampling required before cleanup commencement. Selected contractors are expected to travel to BIA site locations at least one week per month and will be provided with government furnished computers for documentation and analysis. Deliverables include final reports for each assessment type. The project is categorized under NAICS code 541620 and is intended to advance the protection of human health and the environment through proactive monitoring and cost-efficient site characterization.

Full Description

Need: After conducting FY 26 – FY 28 Environmental Management, Assessment, and Performance (EMAP) Program Audits, the Branch of Environmental Services (BES) has identified a need for more in-depth assessments that are not currently covered by existing program operations.
Expected Tasks & Deliverables: The new potential task order would conduct three major types of assessments; 1) Asbestos Surveys (presence and abatement cost estimates), 2) Due Care for Locations of Concern (LOCs) for the BIA Environmental and Disposal Liability (EDL) Inventory, and 3) Phase II Environmental Site Assessments (ESAs) for Fee to Trust (FTT) Acquisitions.
Mission Supported: The mission of BES is to work with Tribes to protect, develop, manage and enhance American Indian and Alaska Native environmental resources by providing technical assistance, service and support to Tribes and through administration of federal laws and regulations. The new task order, if approved, would be carried out under the BIA’s Environmental Management System (EMS), which ultimately advances the protection of human health, welfare, and the environment by assisting BIA in monitoring and measuring environmental performance through proactive and cost-efficient methods.
Key Performance Expectations: The contractors hired are expected to travel at minimum for one week trips each month to BIA site locations to conduct assessments, and may travel more frequently depending on availability. Contractors would be provided government furnished computers to plan and prepare for travel as well as to document and analyze assessment findings. A final report will be required for each assessment type since assessments relate to different program areas.
Acquisition Type: This acquisition is a follow-on and may overlap with the BES’s current (FY 2026 – 2028) task order for EMAP Program baseline environmental compliance audits. The new task order would overlap with the EMAP audits such that where the audits encountered friable asbestos or potential LOCs, for example, these in-depth assessments would then estimate costs for the bureau to soon implement asbestos abatement as a next step. The task order would also be a follow-on for where EMAP audits identified potential LOCs, Due Care would further examine these LOCs to perform Site Characterization Studies (includes collection and lab analysis, Phase I ESAs, making a probability determination for BIA’s liability, and related activities). It would also be a follow-on to the BES’s other current task order for Phase I ESA’s, where nonintrusive assessments are being conducted for contiguous properties to determine if RECs are impacting the BIA’s property (sites). Phase II ESAs would be carried out on the new potential task order, further assessing the pre-identified RECs through collection of samples and analysis as defined by ASTM E1903-19 as a final verification prior to cleanup commencement. The new task order will be requested under the Env. Remediation Multiple Awards Contract IDIQ (ER-MAC).
