The U.S. Army Contracting Command - Aberdeen Proving Ground intends to negotiate on a sole-source basis with Navarro Research and Engineering, Inc., 6550 Gateway Road, Commerce City, CO 80022, a small business. This action will be a bridge contract to provide continuing environmental remediation Operations & Maintenance services at the Rocky Mountain Arsenal in Commerce City, CO while the solicitation for the follow-on contract is finalized. The Indefinite Delivery/Indefinite Quantity (ID/IQ) contract will have an estimated ceiling of $14,950,000, with an ordering period of 01 December 2022 through 31 May 2024. Task orders will only be issued to provide service until the new competitive solicitation can be issued and awarded. A Justification and Approval document will be prepared for the contract ceiling increase under the authority of FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. As described in FAR 6.302-1(a)(2), when supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for. As further described in FAR 6.302-1(a)(2)(iii)(B), for DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, or unacceptable delays in fulfilling the agency's requirements. This notice of intent is not a request for proposals or quotations. Interested parties may submit a capability statement to the contracting office no later than 30 September 2022 (4:00 PM, EST). Capability statements may be sent to Shelby Saum at contact@example.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
