AI Contract Overview
The contract pertains to the Air Force Life Cycle Management Center’s (AFLCMC) Engineering, Professional, and Administrative Support Services (EPASS) program, specifically focusing on the remaining Fair Opportunity Competition (FOC) rounds 3 and 4 for task order awards. The EPASS Program Office procures Advisory and Assistance Services for AFLCMC, Headquarters Air Force Materiel Command (AFMC), and the Air Force Institute of Technology (AFIT). Eligibility for task order awards is confined to vendors within the GSA OASIS+ Small Business Indefinite Delivery Indefinite Quantity (IDIQ) domain and aligned with specified NAICS codes detailed in the Task Order Phasing Plan. Fair Opportunity Proposal Requests (FOPRs) and related updates are disseminated through the GSA eBuy platform to qualified small business vendors participating in the OASIS+ Small Business program. EPASS is designated as a 100% small business set-aside, emphasizing a strong commitment to expanding opportunities exclusively for small businesses as part of the acquisition strategy. As of April 24, 2025, a significant update clarifies that contractors awarded task orders under the GSA OASIS+ Small Business IDIQ are no longer required to recertify their small business size status at the task order level. This change is in accordance with the stipulations in the OASIS+ Small Business IDIQ Solicitation #47QRCA23R0001, dated June 15, 2023, including adherence to related federal regulations. The contract and associated communications are managed by the Department of Defense’s AFLCMC office located at Wright Patterson Air Force Base, Ohio, with key points of contact available for queries. This update streamlines administrative requirements while maintaining the integrity and compliance of the small business set-aside program within the broader federal acquisition framework.
