EPWSA Eastside Dewatering Project

The Eatonton Putnam Water & Sewer Authority (EPWSA) is soliciting proposals from qualified sludge dewatering equipment manufacturers to establish the Basis of Design for the Eastside Water Pollution Control Plant in Eatonton, Georgia. The objective is to select a manufacturer and a specific equipment configuration, specifically belt press and sludge handling systems, that will be incorporated into future construction contract documents. This solicitation is for design recommendations and budgetary pricing only; selection under this RFP does not constitute a purchase order or supply contract, as the actual procurement will be executed through a separate construction contract. Proposals are due by October 22, 2026, and will be evaluated by EPWSA staff and ESG Engineering based on qualifications and experience (40%), quality of technical solutions (30%), and service and warranty (15%). Technical requirements include the ability to achieve a minimum cake solids content of 20%, a solids capture rate of 95% or greater, and scalability to handle flow increases from the current 0.26 MGD up to a future permitted average daily flow of 1.0 MGD. Submissions must include detailed technical data, budgetary pricing, and the identification of local sales and service support.
