This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12805B24Q0113 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-01. The associated NAICS code is 541380 Testing Laboratories and Services, with a business size standard of $19 Million. The PSC code is J066. The USDA, Agricultural Research Service, National Bio and Agro-Defense Facility (NBAF), in Manhattan, KS, has a requirement for Equipment Calibration Services for a Base Year plus 4 Option Years. The Government intends to award a firm fixed price purchase order. The requirements are further detailed in the attached Requirements Document. The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2 considering three major areas: technical acceptance, past performance and price. Quotes will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quote meets the lowest price technically acceptable evaluation methodology.
