The Equitable Access to Education and Learning Project is a joint initiative by USAID and DFID designed to improve equitable access to primary education and enhance learning outcomes for children in the Democratic Republic of Congo. The project primarily targets government public primary schools and recognized religious network schools within the provinces of Katanga, Kasai Occidental, and Equator. Additionally, the program extends its reach to South Kivu and North Kivu through accelerated learning programs specifically for out-of-school youth. This activity aligns with the USAID DRC Country Development Cooperation Strategy and DFID's Country Operational Plan to foster a long-term transition toward effective development and sustainable government financing of basic services. Administered under solicitation SOL-660-14-000004, the project is structured as a Cost-Plus-Fixed-Fee contract with an estimated value between 130 million and 140 million dollars and a five-year period of performance. The procurement process included pre-proposal conferences in London and Washington, DC, and required detailed technical and cost proposals. The project's implementation is supported by a broader framework of national education reforms in the DRC, including strategic roadmaps for primary reading, teacher competency frameworks, and sectoral strategies for education and training spanning 2014 to 2023.
