Equitable Building Decarbonization Tribal Direct Install Program Guidelines

Directed by Assembly Bill 209, the California Energy Commission is implementing the Equitable Building Decarbonization Tribal Direct Install Program. This initiative establishes guidelines to provide and install energy efficient electric appliances, energy efficiency measures, and related upgrades for California Native American residents and low- to moderate-income households at minimal or no cost. The primary objective is to reduce greenhouse gas emissions and eliminate energy waste by replacing gas-powered appliances with electric alternatives in tribal households across California. The program is managed by the California Energy Commission with Hally Cahssai serving as the Program and Project Supervisor. Based in Sacramento, the project is classified as a special notice under NAICS code 541620. It has been granted an exemption from environmental review under categorical exemptions 15061(b)(3), 15307, and 15308 due to its positive environmental impact. While these guidelines establish the framework for program implementation, they do not commit the commission to any site-specific installations.
