Escalator Programmable Logic Controllers, Drives, inverters and interfaces

Transport for London and London Underground Limited are establishing a framework for the manufacture and supply of escalator components, divided into two distinct lots. Lot 1 focuses on the manufacture and supply of new escalator Programmable Logic Controllers built to TfL specifications, including associated field wiring, motor drives, and Human Machine Interfaces, with a priced option for installation. Lot 2 covers the manufacture and supply of drives and inverters required for OPEX maintenance. The framework includes an initial call-off for the supply and installation of PLCs at Piccadilly Circus. The framework is scheduled to commence in late winter or early spring 2027 for an initial five-year term, ending March 1, 2032, with an option to extend for up to three additional years in a two-plus-one year sequence, potentially extending to March 1, 2035. The total estimated value of the contract is 18,061,649 GBP excluding VAT, with Lot 1 estimated at 10,837,169 GBP and Lot 2 at 7,224,779 GBP. Award criteria for both lots are weighted at 50 percent for technical quality, 40 percent for commercial price, and 10 percent for social value. The procurement is open to small and medium-sized enterprises and follows an open procedure under the utilities special regime.
