We will be holding Pre-Solicitation meetings the 18th of June through the 20th of June 2013 regarding the Air Force CERGE13 requirement. The deadline to reserve a meeting is 11 June 2013 at 5:00 PM, local time. The purpose of these meetings are to address specific detail on industry capabilities to provide the sustainment of the equipment needed and the service required to provide just in time delivery. The meetings will occur on Tyndall Air Force Base, Florida at the following address: 139 Barnes Drive, Suite 1 (Building 1120) Tyndall Air Force Base, FL 32403-5319 Once your meeting day and time have been confirmed, you will be given instructions and a point of contact to gain access to the base. It is important for you to be at the building location at the time of your meeting. Meetings will not exceed the time allotted for your company. See the attached spreadsheet for the meeting schedule. This will not be updated as time slots are filled. They will be reserved on a first come basis. In order to reserve a slot for a meeting you will need to take the following actions: - Contact the Contract Specialist and Contracting Officer to reserve an available time slot Malisa Glew, Contract Specialist, Phone: 850-283-6111, Email: malisa.glew@tyndall.af.mil Joseph Willard, Contracting Officer, Phone: 850-283-6983, Email: joseph.willard.1@tyndall.af.mil - Prior to your scheduled meeting, you will need to provide detailed written answers to the following seven questions: 1) What is the industry going to do to ensure that we receive all of the items needed for the JIT requirements when we need them? Will long term contracts need to be set up with manufacturers or will the vendors need to store some of these items on hand with the potential that we will never need them? 2) What is the industry going to do to ensure that entire UTC kits can be packaged and delivered when we need them? We do not want bits and pieces of kits sent to the Air Force to be assembled by our people. The entire kits need to be delivered ready to go. 3) What will industry do to make sure that the Government does not receive items that are expired or are about to expire? 4) Please identify which items would require the identification of acceptable substitutes due to market constraints which could make it difficult to deliver those items within the required timelines. 5) Identify how you will be able to handle hazardous equipment so you can include them into the required packing for a UTC kit. 6) What are the additional costs (ROM) associated with being able to guarantee delivery of the items/packages within the required timeframes (24/48/72 hour delivery timeline and 30/60/90 day timeline)? 7) Most important concern: Can industry do this? If not, why not/what are the show stoppers/barriers? At the meeting we will discuss the questions and our assessment of your capabilities and any concerns we may have with your responses and any questions or concerns you may have. The Government is not looking for generic statements saying that our criteria can be met. Be prepared to provide specific details/plans for the above questions. Please limit your responses to a maximum of 10 pages. If you have any questions that arise when answering the above questions, please contact the Contract Specialist and Contracting Officer immediately.

Air Force Civil Augmentation Program (AFCAP) VI
Solicitation # FA805127R0001
The Air Force Contract Augmentation Program VI (AFCAP VI), solicitation FA805127R0001, is a Multiple-Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract managed by the 772nd Enterprise Sourcing Squadron. This program serves as a global force multiplier providing rapid-response capabilities, including contingency planning, logistics, emergency construction, and Base Operating/Life Support (BOS/BLS) for the Department of the Air Force, other DoD components, and Federal agencies. The scope covers a wide array of missions such as Major Theater Wars, humanitarian assistance, and peacekeeping operations both within the contiguous United States (CONUS) and outside the contiguous United States (OCONUS). The contract supports various career groups for non-inherently governmental functions, with an overall ordering window extending from June 1, 2028, through May 31, 2036. Award eligibility is based on a binary acceptability standard where offerors must be determined technically acceptable and possess an acceptable past performance rating. A critical requirement for award is the possession of a DCAA-approved accounting system due to the inclusion of cost-reimbursable task orders. The base award process does not rank proposals or use cost as an evaluation factor, as the initial Contractor School task order is a non-negotiable firm-fixed-price of 4,000,000 dollars. Subsequent task orders will be awarded using Tradeoff, Highest Technically Rated Offeror (HTRO), or Lowest Priced Technically Acceptable (LPTA) methodologies. Key requirements include a Secret security clearance for the Program Manager and Alternate Program Manager, 24/7 classified communication capabilities, and adherence to CMMC cybersecurity standards. Small business participation goals are set at 37 percent for overall small businesses and 5 percent for small disadvantaged businesses.
