The DCMA at Boeing Philadelphia, PA intends to negotiate and award a time and materials delivery order to procure drawing updates on the CH-46E series helicopter, under an existing Basic Ordering Agreement (BOA), N00019-05-G-0012. The proposed order will be awarded on a sole source basis to The Boeing Company, Ridley Park, Pa for a period of performance from 7 July 2008 through 31 July 2009. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c) (1) as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Boeing will revise current design and defining drawings of the Extensible Link Actuator (ELA) used in the CH-46E aircraft. This update will include redesigned rod seals, piston rings, scraper and status O-rings. Boeing will perform all qualification testing and drawing coverage for the configuration changes. Boeing will also provide test plans, build instructions, test support and a qualification report. The Boeing Company is the sole designer, developer, and original equipment manufacturer (OEM) of the H-46 series helicopter and retains exclusive proprietary rights to all technical data. The Boeing Company is the only firm that possesses the knowledge, experience, technical expertise and technical data required to perform these efforts.
