AI Contract Overview

The City of Menifee is soliciting proposals for the Ethanac Road/Highway 74 Realignment Feasibility Study under RFP 2025-17. This project aims to address infrastructure challenges caused by rapid suburban growth by realigning Highway 74 to connect directly with Ethanac Road, effectively creating a six-lane expressway as outlined in the City General Plan. A critical component of the study is the incorporation of a railroad overpass to bridge the current gap between the two corridors, with the project limits extending from Trumble Road to Palomar Road. The selected consultant will evaluate existing conceptual plans from the City and the County of Riverside Transportation Department to propose viable alternatives for further study. While the Ethanac Road/I-215 Interchange is excluded from the scope of the feasibility study, the consultant must investigate current widening efforts by the City of Perris and the County of Riverside Transportation Commission to ensure findings are integrated. Responses to this solicitation are due by May 27, 2025.

Full Description

The City of Menifee (City) is a vibrant and fast-growing community located in southwest Riverside County. With a population of approximately 115,000 residents and rapidly growing, the City is experiencing a transition from a rural community to a suburban community. This rapid growth is challenging the City’s existing infrastructure which requires upgrades to its existing infrastructure, construction of transportation facilities, public and emergency building facilities to meet the demands of its growing population for the years to come.Highway 74 is a Caltrans four-lane facility that traverses the City of Menifee in an east-west direction in the northern part of the City. Highway 74 starts in the City of Perris at the I-215 via a freeway interchange and continues west through the Cities of Menifee, Hemet, San Jacinto, and unincorporated areas of the County of Riverside. Ethanac Road is also an easy-west corridor in the northern area of the City and traverses the City in an east-west direction. Ethanac Road serves as the boundary between the Cities of Perris and Menifee. Ethanac Road is a four-lane facility west of the I-215 Interchange and a two-lane facility east of the I-215. Ethanac Road currently transitions to Matthews Road/Case Road at Highway 74/Antelope Road but there is no connection between both corridors (Hwy 74 and Ethanac Road) due to the presence of an existing railway that is owned by RCTC and is partially operational.According to regional circulation plans and studies prepared by the County of Riverside Transportation Department (RCTD), Highway 74 is to be realigned to continue straight through Ethanac Road, connect to Ethanac Road Interchange (proposed to be widened in the future by the City of Perris) and eventually continue west connecting to the I-15. Ethanac Road and Hwy 74 in this area are classified as a 6 lane Expressway in the City’s General Plan Circulation Element. The Feasibility Study will focus on the realignment at the intersection of Ethanac Road/Antelope Road/Highway 74 and incorporating an Overpass for the railroad. The limits of the project would be Trumble Road to Palomar Road. The City has developed a conceptual plan for this realignment. In addition, the County of Riverside Transportation department has also developed conceptual realignment plans. The consultant shall look at these concepts and propose alternatives that can be further study during subsequent phases. The existing Ethanac Rd/I-215 Interchange is not part of this Feasibility Study. The consultant shall at least investigate the existing efforts by the City of Perris/County of Riverside Transportation Commission to widen this interchange and incorporate any findings into the Feasibility Study.
