The U.S. Army Corps of Engineers (USACE) plans to award a sole source fixed-price contract to the University of Florida's Tourism Crisis Management Initiative, housed within the Eric Friedhiem Tourism Institute, to assess the potential for using social networking and mobile computing data to analyze visitor experiences at USACE recreational sites during flood events. The study will focus on analyzing social media comments from visitors to USACE lake recreation areas in Oklahoma before and after the historic May 2015 floods, which marked the wettest single month on record in the state. The objective is to gain insights into public sentiment regarding USACE's flood response efforts, with the intention of improving policies and communications related to recreation area management during disaster response and recovery. The contract covers a one-year period from mid-September 2016 to mid-September 2017 and is announced through a special notice rather than a public solicitation, although other firms may express interest and submit evidence of capability within fifteen days. The government retains sole discretion over whether to compete the procurement based on any responses received. The primary contact for this contract is Victoria Floyd at the USACE, located in Alexandria, VA. This contract aligns with NAICS code 541720, which corresponds to research and development in the social sciences and humanities.

The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price purchase order to the University of Florida, Tourism Crisis Management Initiative (http://tourismcrisis.org), located within the Eric Friedhiem Tourism Institute (http://efti.hhp.ufl.edu/) within the College of Health and Human Performance. The purpose is intended to explore the feasibility of collecting and analyzing social networking and mobile computing data to understand U.S. Army Corps of Engineers (USACE) recreational customers' narratives before and after a flood event. Specifically, data from social networking sites will be collected to gather visitors' comments while visiting USACE lake recreation areas both before and after the floods that occurred in Oklahoma in May 2015 (the wettest single month on record in Oklahoma). This data will provide insights into consumer sentiments in reaction to USACE District responses to the floods, thereby providing support for policies and procedures surrounding District responses aimed at informing and marketing the recreation areas during the response and recovery phases of the crisis. The period of performance shall be from 16 September 2016 through 15 September 2017. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within fifteen (15) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price contract to the University of Florida. Point of contact for this requirement is Victoria Floyd at +1 (555) 000-0000 or contact@example.gov. Address: U.S. Army Corps of Engineers, HECSA, 7701 Telegraph Road, Alexandria, VA 22315.

Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS)
Solicitation # FA238424S2233
The Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS) program is a Multiple Authority Announcement (MAA) managed by the Air Force Research Laboratory Human Effectiveness Directorate and the United States Air Force School of Medicine. The program provides a comprehensive strategy for science and technology research, progressing from basic research to technology maturation to optimize and protect Airman capabilities across Air, Space, and Cyberspace. The scope is divided into three primary areas: Airman Biosciences, which focuses on biotechnology and aerospace medicine; Bioeffects, which addresses battlefield environmental stressors; and Warfighter Interactions and Readiness, which enhances mission execution. The MAA utilizes a flexible procurement framework, employing various authorities including Broad Agency Announcements, Other Transaction agreements for research and prototypes, and grants. Awards are generally anticipated to be cost-plus-fixed-fee. The selection process typically involves a two-step approach requiring an initial five-page white paper and rough order of magnitude cost, followed by a full technical and cost proposal for selected candidates. Evaluation is prioritized by technical merit, specifically focusing on innovation, understanding of scope, technical soundness, and transition potential, with cost realism serving as a secondary factor. Recent updates include several moratoriums to preserve competition, specifically closing technical areas related to BRDEE, Information Mastery in Cognitive Warfare, and Holistic Models for Decision-Making for six-month periods following specific proposal closing dates. All contractor personnel must undergo a minimum Tier 1 background check for positions of trust, and offerors must be registered in the System for Award Management. The program maintains strict data rights and security protocols, including foreign influence due diligence and specific DFARS requirements for technical data and computer software.
