The provided documentation contains conflicting information across multiple unrelated procurement actions. One set of data describes a justification for vascular surgery services, including the teaching, supervision, and evaluation of resident training, posted in September 2014 with a response deadline of October 1, 2014. This action is associated with NAICS code 621111 and lists Colleen E. Lewis as the Acquisitions Officer. Other portions of the data refer to two distinct awards. The first is a firm fixed price task order under contract 36C24826F0001 awarded to United Parcel Service Co. for delivery services at the VISN Office. This contract has a not-to-exceed value of 9,000.00 dollars and a period of performance from October 1, 2025, to September 30, 2026, managed by the Department of Veterans Affairs Network Contracting Office 8. The second set of data describes a specialized requirement for the recovery and recycling of iridium from catalyst material. This scope requires the contractor to transport hazardous materials from a military base in Utah in compliance with DOT and RCRA regulations, process the material into a homogeneous state within the continental United States, and deposit an equivalent silver value into a government Engelhard account based on American Metal Market pricing.

Full Description

Defense Reutilization and Marketing Services (DRMS), a Primary Level Field Activity (PLFA) of the Defense Logistics Agency (DLA), is seeking sources that can recycle and perform the recovery of precious metals (iridium only) from materials identified as iridium catalyst (dry, granules form) used for testing aircraft thruster systems. Recycling to be only performed within the continental United States borders. Previous testing has identified that the material can contain in/around 25-30% iridium, and between 70-75% aluminum oxide. The quantities will be estimated net weights (approximately 500 net pounds) per year, containerized in drums from the military base near Salt Lake City, Utah. The material could be classified as hazardous material and/or hazardous waste for transportation. The Contractor will be responsible for all transportation costs, to include any packaging to make the material acceptable for DoT and/or RCRA shipments. The Contractor will be required to process the material to a homogeneous state from which representative samples will be taken and assays performed to determine the amount of iridium contained within the material processed. The Contractor will be required to deposit an equivalent amount of silver into the Government's storage account based on conversion of the iridium value (performed by the Government) utilizing the American Metal Market (AMM) for Iridium (Producers prices), then converting the dollar value into troy ounces of silver (AMM bullion base, fabricated form) value. The Contractor will then be responsible for transferring either in physical form or by electronic transfer, silver owed into the Government's Engelhard account within a specified period of time. Contractor will be paid on the net weight of the processed material based on a bid price per pound, but only after processing has been completed and metals have been deposited and accepted by the Government storage site. It is requested that any responsible United States owned and operated potential offerors interested in being considered a source for this requirement provide their point of contact information, business size, a summary of their history of performing these functions and the capabilities they have for providing this type of recycling service, which include transportation, equipment type, and recycling process method to be utilized. Additionally, it is requested that contractor provide an approximate bid price per net pound to perform the services requested. Requested information is to be received no later than November 30, 2007, 4:30 p.m. Eastern Time. Requested information must be submitted via e-mail to barry.mowry@dla.mil or facsimile at (269) 961-4474. Visit our DRMS Website at http://www.drms.dla.mil
