CIHR is seeking expertise to plan and conduct the evaluation of the CTF program. An integrated, collaborative approach will be adopted for the completion of the evaluation. CIHR will develop the evaluation questions and high-level approach, and will conduct the document review, administrative data review and analyses of internal performance measurement data.
The contractor(s) will be responsible for:
(1) proposing and prioritizing additional lines of evidence to address the evaluation questions,
(2) preparing an evaluation design report (EDR) for the evaluation, including evaluation matrix, and methodology with multiple, mixed methods based on evaluation design deck to be provided by CIHR and agreed upon lines of evidence ;
(3) developing and administering data collection instruments and collecting the data for their lines of evidence; and,
(4) analysis and reporting of the findings in an evaluation report.
