The Partnership Evaluation Division (referred to as the “Project Authority”) within Employment and Social Development Canada (ESDC) is seeking the professional services of a Consulting firm who has an Indigenous evaluation officer/researcher on staff with experience working with Indigenous Peoples and communities to conduct various lines of evidence for the evaluation of the ISET Program. The Consultant will be responsible for designing data collection instruments for up to two (2) lines of evidence, the recruitment of participants and the data collection for a combination of individual and group-based data collection methods. Given the scope of the ISET Program evaluation, the methodology would need to be co-developed with Indigenous Partners and the Project Authority following a distinction-based approach . Therefore, the format of individual and group-based data collection methods would be adapted to the needs of Indigenous partners. Potential data collection methods could include key informant interviews, case studies, focus groups, storytelling, sharing circles, photovoice and/or video voice as well as any other culturally-relevant data collection methods.
