Offerors must be registered in SAM.gov, provide their Cage Code, confirm small business status, and ensure quote validity for at least 60 days. The evaluation will follow a Lowest Price Technically Acceptable (LPTA) process where technical compliance is a pass/fail gate requiring submission of prior comparable project examples and a detailed technical narrative; only proposals meeting this threshold are considered for award based on lowest price. Installation must occur during normal business hours on non-holiday days, with no government escorts provided, and all personnel must undergo Pentagon security screening 14 days prior to access. Contractors must use WAWF for electronic invoicing, comply with DFARS Appendix F for receiving reports, and adhere to FAR and DFARS clauses including whistleblower protections, antiterrorism training, anti-trafficking requirements, security prohibitions, and restrictions on covered defense telecommunications equipment.
