AMENDMENT 2-USNORTHCOM MURAL DISPLAY-Pentagon

The U.S. Northern Command is seeking a qualified small business to design, fabricate, and install a custom graphic display in a high-visibility corridor on the 8th Corridor, 2nd Floor of the Pentagon in Arlington, Virginia, under a firm-fixed-price, total small business set-aside solicitation with the number FA251726QA0012. The project requires full-service execution including collaboration with USNORTHCOM’s Public Affairs and Historian teams to develop artistic content, production of a 12’6” wide by 60” high by 3” deep display using aluminum extrusion framing, a 3/4” fire-rated background panel, 3D acrylic lettering, printed graphic panels, and a metal-framed display case with standoff graphics—all compliant with Pentagon Corridor Committee and Fire Marshal safety standards. The work must be completed within 120 calendar days from contract award, with strict milestones including an initial design meeting at day 10, submission of three digital mock-ups by days 20, 30, and 45, final design approval by day 60, fabrication completion 90 days after approval, and installation 30 days thereafter. All proposal submissions must be delivered via email to designated point of contacts by 12:00 PM Mountain Time on July 10, 2026, must not exceed 10 single-spaced pages using 10-point font, and must be submitted without .zip attachments due to Air Force/Space Force network restrictions. Offerors must be registered in SAM.gov, provide their Cage Code, confirm small business status, and ensure quote validity for at least 60 days. The evaluation will follow a Lowest Price Technically Acceptable (LPTA) process where technical compliance is a pass/fail gate requiring submission of prior comparable project examples and a detailed technical narrative; only proposals meeting this threshold are considered for award based on lowest price. Installation must occur during normal business hours on non-holiday days, with no government escorts provided, and all personnel must undergo Pentagon security screening 14 days prior to access. Contractors must use WAWF for electronic invoicing, comply with DFARS Appendix F for receiving reports, and adhere to FAR and DFARS clauses including whistleblower protections, antiterrorism training, anti-trafficking requirements, security prohibitions, and restrictions on covered defense telecommunications equipment.
