MJU-76/B Flare, Countermeasure
Solicitation # FA821326RB005-Solicitation
Solicitation FA821326RB005 is a request for proposals to establish a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) for the production of MJU-76/B Thrusted Countermeasure Flares for the U.S. Government and Foreign Military Sales. The contract features a five-year ordering period with a sixth-year option and is structured as a firm-fixed-price requirement. Due to the nature of the material, all offerors must possess a valid U.S. security clearance of Secret or higher. The procurement is anticipated to be other than full and open competition, specifically targeting limited sources such as Armtec and Chemring, though all responsible sources may submit proposals. The government intends to award contracts to all qualified offerors who meet responsibility standards and technical requirements. Evaluation is based on a pass/fail basis focusing on the offeror's status as a qualified source and their technical approach to manufacturing, including equipment, process flow, and defect prevention. The first delivery order is expected to be a buy-to-budget acquisition with an affordability cap of 9,446,336 dollars for Year 1. Awarded contractors must adhere to strict quality standards, including ISO 9001-2015, and comply with rigorous military packaging, marking, and hazardous material shipping regulations. Key deliverables include the production units, first article testing of 250 units, and various data reports such as Ammunition Data Cards submitted via the WARP system.

The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. The Government is seeking production of small quantities (up to 10,000 units) of XCM items to fit into existing form factor cases, such as 1x1x8, 1x2x8, 2x2x5x8, 2x2x10, and 1.5x6 (circular) for usage on multiple aircraft. The items needed for procurement include but are not limited to: Magnesium-Teflon-Viton (MTV), Magnesium-Teflon-Binder (MTB), MTV-MTB plus additive "A", Spectral (two-color) flares, and pyrophoric decoys. The contractor is responsible for significant hazard and appropriate safety controls. Government Furnished Equipment and Government Furnished Material will not be available for this effort. The contractor is responsible to provide all personnel, services, facilities, technical expertise, and materials. Also, the contractor is responsible for disassembly, testing, evaluation and subsequent disposal of any residual hardware, explosives or materials, and any related miscellaneous tasks. The information received will be considered for the purposes of determining the existence of any and/or all sources and most responsive type of acquisition strategy for the Government. The SSS does not constitute an obligation, commitment, or agreement by the Government. This is not a request for proposal or invitation for bid neither is it any guarantee for a contract award by responding. No reimbursement will be made for any costs associated with providing information in response, which is strictly voluntary, to this Sources Sought. Any subsequent information regarding this notification will be posted to www.fbo.gov. Questions and all responses relative to this Sources Sought Synopsis shall be addressed to Capt Antonio McCartney at (801) 775-4443 or emailed to antonio.mccartney.1@us.af.mil or Alternate: Sibel Wright, sibel.wright@us.af.mil, (801) 775-4583.
