The Expert Scientific and Analytical Support (ESAS) 2 contract is a forthcoming Indefinite Delivery, Indefinite Quantity (IDIQ) agreement intended to provide specialized technical services to the Air Force Technical Applications Center (AFTAC) at Patrick Air Force Base, Florida. The contract will support a range of projects involving Operations and Maintenance (O&M), Research and Development (R&D), and limited procurement, focusing on enhancing Department of Defense capabilities in nuclear treaty monitoring, counter-proliferation of weapons of mass destruction, and advanced detection technologies. Critical tasks will include near-real-time detection, location, identification, assessment, and reporting of atmospheric and space nuclear detonations, leveraging sensor technologies across the electromagnetic and optical spectrum. The contractor will need expertise in sensor systems, digital signal processing using tools like MatLab and LabView, and modeling and simulation related to energy propagation phenomena. Experience with Nuclear Detonation Detection Systems and collaboration with relevant national agencies and DOE National Laboratories is highly desirable. Strict security requirements are in place, mandating that the contractor holds a Top Secret Facility Clearance and that personnel working on-site possess Top Secret SCI clearances with eligibility determinations in accordance with DCID 6/4. Access to classified solicitation materials will be tightly controlled and limited to cleared contractors. The anticipated contract will have a base term of two years with two additional two-year options, totaling up to six years. The solicitation will be electronically released without set-aside restrictions, aligned with NAICS code 541712, and open to all responsible firms regardless of size category, although firms must be registered in the System for Award Management (SAM) and possess a DUNS number for eligibility. The process includes a designated ombudsman to facilitate resolution of acquisition concerns confidentially, while the Contracting Officer remains the primary point of contact for official communications and inquiries. Contract award was projected for April 2018.

The anticipated contract will provide expert technical services to the Air Force Technical Applications Center (AFTAC) in conducting a variety of projects with mixed Operations and Maintenance (O&M) along with Research and Development (R&D), and limited procurement funding. These supported projects are designed to advance DoD technical capabilities in nuclear treaty monitoring, R&D of advanced detection technologies to support the counter-proliferation of weapons of mass destruction (WMD), and other applied technologies. A portion of the effort will enhance national capabilities to detect, locate, identify, assess, and report in near-real-time all atmospheric and space nuclear detonations (NUDETs) in coordination with other sensor capabilities across the electromagnetic/optical spectrum. In order to effectively meet the program requirements, the contractor must have a specialized mix of professionals in defined areas of interest, including subject matter expertise in sensor systems and technologies across the electromagnetic/optical spectrum. Robust capabilities in digital signal processing, including state-of the-art scientific commercial tools such as (but not necessarily limited to) MatLab and LabView are also required. Other desired resources would include modeling and simulation capabilities in multi-phenomena energy propagation. Experience with Nuclear Detonation Detection Systems and familiarity with applicable national agencies and Department of Energy National Laboratories in relevant sensor system R&D and data analysis software development is highly desired.
