Solicitation FA821326RB005 is a request for proposals to establish a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) for the production of MJU-76/B Thrusted Countermeasure Flares for the U.S. Government and Foreign Military Sales. The contract features a five-year ordering period with a sixth-year option and is structured as a firm-fixed-price requirement. Due to the nature of the material, all offerors must possess a valid U.S. security clearance of Secret or higher. The procurement is anticipated to be other than full and open competition, specifically targeting limited sources such as Armtec and Chemring, though all responsible sources may submit proposals. Awarded contractors must adhere to strict quality standards, including ISO 9001-2015, and comply with rigorous military packaging, marking, and hazardous material shipping regulations.
