The United States Coast Guard Academy, under the Department of Homeland Security, has issued a sole-source procurement justification for the acquisition of a YSI EXO multiparameter sonde with five sensor ports. This specialized equipment is required for marine science laboratory courses and cadet corrosion research projects to measure temperature, salinity, dissolved oxygen, pH, CDOM, chlorophyll, and turbidity in both profiling and unattended modes. The procurement is conducted under FAR 6.302, as the YSI EXO is the only instrument compatible with existing Science Department systems, and Xylem is identified as the sole distributor for these products in the Northeast. The contract, identified by solicitation number 60100PR230000566 and NAICS code 334513, has an estimated value of 41,000 dollars. The awardee is YSI, Inc., located in Chicago, Illinois, with the place of performance situated at the USCG Academy in New London, Connecticut. This acquisition is subject to Federal Acquisition Regulation and Homeland Security Acquisition Regulation clauses, including strict prohibitions on specific telecommunications and software providers. While this is a sole-source award, the agency has indicated an openness to future competition should other vendors provide fully compatible products that meet the required research specifications.
