Request for Proposals (RFP) No. SFMTA-2026-47-LOC: Security Services The San Francisco Municipal Transportation Agency (SFMTA) is requesting proposals from qualified firms (Proposers) to provide armed and unarmed security guard services and related security operations support functions (Services) to support SFMTA operations. The SFMTA operates a large, multimodal transportation system with more than 400 facilities, including bus and rail yards, maintenance facilities, subway stations, and related locations. Security operations include fixed-post and access-control functions, patrols of SFMTA facilities, yards, stations, and other assigned locations, Revenue Collection Security Support, Security Operations Center coordination and support, incident reporting, and related security functions throughout the SFMTA system. The SFMTA may award a contract to the highest-ranked Proposer that meets the Minimum Qualifications in Section III and the Local Business Enterprise (LBE) requirements in Section IX.R of the RFP and successfully completes contract negotiations. Any Proposal that does not meet the applicable Minimum Qualifications and LBE requirements will be deemed non-responsive. The SFMTA encourages Proposers to attend a virtual Pre-Proposal Conference via Microsoft Teams on October 23, 2026, at 1:00 PM PT. Proposers may register for the Pre-Proposal Conference and may submit questions following the instructions in Section VI.A of the RFP. The SFMTA will address Proposers’ questions and will provide any new or additional information concerning the RFP or selection process at the Pre-Proposal Conference. The RFP and publicly available appendices are attached to this Sourcing Event. Certain RFP appendices contain confidential or security-sensitive information and are available only to prospective Proposers that submit an executed Non-Disclosure Agreement. Please review Section I.B of the RFP and Appendix J for the applicable instructions and deadline. If you are interested in submitting a Proposal, please follow the submission instructions provided in the RFP document. Proposals will not be accepted through the City and County of San Francisco’s Supplier Portal website.
