Extend Blanket Purchase Agreement W91ZLK-16-A-0001 Cable and Internet Support

The Army Contracting Command Aberdeen Proving Ground, Tenant Division, (ACC-APG TD), 6001 Combat Drive, Aberdeen Proving Ground, MD 21005, in support of the United States Garrison and supported tenants located at Aberdeen Proving Ground, Maryland, requires the extension of Blanket Purchase Agreement W91ZLK-16-A-0001 for Comcast cable and internet support, to include installation and technical support. The government intends to noncompetitively extend W91ZLK-16-A-0001 for an additional 6 months under the authority of FAR 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization and FAR Clause 52.217-8 Option to Extend Services. The original Blanket Purchase Agreement was placed in accordance with Simplified Acquisition Procedures. The government has the continuous requirement to procure and maintain existing cable television and high speed internet support. The associated North America Industry Classification System (NAICS) Code is 517110 and the Business Size Standard is 1,500. The ACC-APG TD awarded Blanket Purchase Agreement W91ZLK-16-A-0001 to Comcast of Harford County, 30 N Parke St, Aberdeen, MD 21001-2436. Not obtaining this requirement from Comcast will result in a significant duplication of efforts in costs and man-hours and would adversely affect the mission for tenants that require cable and internet access. Comcast has the on-site knowledge of the existing cabling infrastructure and owns fiber optic feed lines, convertors, amplifiers and significant portion of the underground cable infrastructure at Aberdeen Proving Ground, used to provide the required support. The mission would be severely impacted if another source fulfilled the requirement because of the need to replace main feeder lines and possibly replace many convertors and amplifiers.
