The project focuses on rebuilding Sandlake Road at MP10.6 in Tierra Del Mar following a landslide that damaged the southbound lane. The anticipated period of performance begins on December 15, 2026, and is expected to conclude by July 16, 2029. Funding for the project is provided by the Federal Highway Administration. The contract will be structured as a Work Order Contract assigned under an existing Price Agreement. Compensation is based on a Time and Materials model with a Not-to-Exceed maximum, though the final statement of work, payment amount, and delivery schedule will be negotiated with the top-ranked proposer. Qualified proposers must ensure that services are performed under the authority of an inspector certified by the Oregon Department of Transportation Quality Assurance Certification Program. Additionally, firms must maintain a Consultant Quality Plan and certify compliance with conflict of interest guidelines, non-discrimination laws, and sexual harassment policies for contracts exceeding 150,000 dollars. NASA's Johnson Space Center is extending the Construction Management and Professional Engineering Services contract to serve as a bridge while a follow-on strategy is developed. The extension provides for up to 16.5 months of performance, consisting of a 10.5 month base period starting January 15, 2019, and three optional two month extensions lasting through May 31, 2020. The services focus on critical support for the Center Operations Directorate, specifically in the areas of engineering, contract oversight, and inspection and field support. The agency intends to award this contract to the incumbent, Gilbane Building Company, on a non-competitive basis under FAR Part 6.302-1, citing them as the only responsible source capable of providing these specific services during the transition. While the government allowed interested organizations to submit qualifications by October 15, 2018, to determine if competition was warranted, the procurement is not for a commercial item. The work is performed in Houston, Texas, under solicitation number 80JSC019CoMPES.
