The contract involves the extension of the ordering period for the Non-Stockpile Systems Contract (NSSC) II, which supports the Non-Stockpile Chemical Materiel program. Initially announced in July 2005, interested parties were invited to express their capabilities and interest regarding the program's requirements. After evaluating responses based on technical and management qualifications, chemical demilitarization experience, past performance, and acquisition costs, the Government decided to extend the four existing NSSC II contracts rather than initiate new awards. This decision complies with relevant regulatory provisions, specifically DFARS and FAR clauses. The extension modifies the length of both the ordering and performance periods without altering the contracts' established minimum and maximum quantities or the umbrella statement of work defining the overall program requirements. The contracts affected include those awarded to Teledyne Brown Engineering, Parsons Infrastructure & Technology Group, Shaw Environmental Inc., and Washington Demilitarization Company. These contracts, managed by the USA Joint Munitions Command under the Department of Defense, continue to provide systems support for safely managing and demilitarizing non-stockpile chemical materials under the existing terms, ensuring continuity of services within the stipulated financial and technical framework.

The Special Notice of the planned extension of the Non-Stockpile Systems Contract (NSSC) II ordering period was posted, on 20 Jul 2005, at the Federal Business Opportunities website. It requested any interested parties provide their interest in the Non-Stockpile Chemical Material program, with a description of their capabilities, as it applied to the Non-Stockpile requirements. Responses were received and evaluated primarily for technical/management qualifications and capabilities, chemical demilita rization experience and past performance, and acquisition costs. Based on this evaluation and analysis, the Government has decided to extend the NSSCII basic contracts in accordance with the regulatory provisions at DFARS 217.204(e)(i) and FAR 6.302-1. The four NSSCII basic contracts will be modified, accordingly. The NSSCII basic contracts each contain an umbrella statement of work (SOW) that establishes the overall requirements and capabilities for acquiring the systems support for the Non-Stockpile C hemical Materiel program. Each NSSCII contract has a minimum contract quantity and a maximum contract quantity. The minimum ($100,000) and maximum ($300,000,000) contract quantity and umbrella SOW of the existing NSSCII basic contracts will not be chang ed. The changes will be to the length of the ordering period and the performance period. The contractors/contacts affected by this are as follows: Teledyne Brown Engineering, Contract DAAA09-02-D-0003, Parsons Infrastructure & Technology Group, Contract DAAA09-02-D-0005, Shaw Environmental Inc, Contract DAAA09-02-D-0006, and Washington Demilitarization Company, Contract DAAA09-02-D-0004
