The County of Tulare is extending Uncodified Urgency Interim Ordinance No. 3669, which maintains a temporary moratorium on the development of new data centers within the unincorporated areas of the county. This extension prolongs the moratorium for an additional ten months and fifteen days, establishing a new expiration date of August 6, 2027. The action is supported by a Notice of Exemption filed by the County of Tulare Resource Management Agency under CEQA Guidelines Class 8. The primary objective of this extension is to provide the county with sufficient time to evaluate the impacts of data center development and create permanent, comprehensive land use regulations. These forthcoming standards will address critical factors such as zoning requirements, infrastructure needs, environmental considerations, public safety, water and energy usage, noise levels, and overall land use compatibility. This process is intended to benefit the residents and communities of unincorporated Tulare County by ensuring that future data center growth is governed by appropriate and well-researched development standards.

R3 Zoning District Update Project
Solicitation # 2025070500
The R3 Zoning District Update is a large-scale urban planning initiative managed by the City of Mountain View, California, designed to modernize zoning regulations across approximately 8,350 parcels covering 1,260 acres. The project aims to align citywide development with recent state housing laws and the 2023–2031 Housing Element programs. By updating these regulations, the city intends to foster diverse housing options, including middle-income ownership opportunities, enhance design quality, and permit neighborhood-serving commercial uses. The long-term impact of the update is significant, with the potential for full buildout to add between 10,000 and 16,000 residential units by the year 2050. The project has undergone a comprehensive environmental review process in compliance with the California Environmental Quality Act (CEQA), resulting in a Final Environmental Impact Report. This review identified potential significant impacts related to greenhouse gas emissions, air quality, and transportation. To address these concerns, the city has established a Mitigation Monitoring and Reporting Program that includes specific measures for air quality, biological resources, cultural resources, and geological hazards. The project is currently moving forward following the completion of the Draft EIR and the formal transmittal of environmental documents to the State Clearinghouse.
