The Canada Revenue Agency (CRA) requires the supply and delivery of seventeen (17) new exterior drop boxes for the use of taxpayers to drop off mail, as further described at Annex A: Statement of Work (SOW). The required CRA locations where the drop boxes are to be supplied and delivered are listed in Appendix A1 of Annex A: Statement of Work. Exterior drop boxes are positioned outside designated CRA locations to securely collect envelopes deposited by taxpayers. The CRA mailrooms are currently in the process of replacing drop boxes that are beyond repair.
The CRA is looking to obtain the Canadian Mailbox Company (CMC) Model 1400 brand of drop box, or an equivalent model that meets the same mandatory specifications, as described in Appendix 1: Mandatory Criteria. The intent for the new drop boxes is to have a similar look and feel as the standard CRA drop boxes that are currently in place.
A resultant Contract from this RFP process will be valid for a one year period, and will be used to purchase 17 exterior drop boxes, with an option to purchase additional units during that timeframe. Additionally, there are four (4) one (1) year option periods available to be exercised at the discretion of the CRA that will allow for the purchase by CRA of additional optional units.
CONTRACTOR SELECTION METHODOLOGY
The evaluation of proposals will be performed as follows:
Step 1 – Evaluation against Mandatory Criteria
Step 2 – Evaluation of Financial Proposals
Step 3 – Basis of Selection
A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest bid evaluation price score will be considered to be the highest ranked responsive bid.
Step 4 – Contract Entry
RFP CLOSING DATE:
Bids must be received on or before April 19th no later than 2:00 p.m EST, as follows:
To submit a bid for this requirement, a Bidder must use the Connect service (which can be found at https://www.canadapost-postescanada.ca/cpc/en/business/postal-services/digital-mail/connect.page) provided by the Canada Post Corporation. To submit a bid using the Connect service, the Bidder must send an email as early as possible, at least six business days prior to the solicitation closing date and time, (in order to ensure a response), that includes the bid solicitation number to the Bid Receiving Unit requesting to open a Connect conversation. The Bid Receiving Unit contact information is located in Section 2.3 of this RFP.
If a situation arises where a Bidder is having difficulty establishing a Connect conversation with the Bid Receiving Unit, and there is a risk of not submitting a bid on time, the CRA will accept a bid being sent directly to the Contracting Authority’s email address, provided it is sent no later than 2:00 p.m on the bid closing date.
