External Consultant Services (Roster)

The Bank of Canada is seeking to establish a prequalified roster of consulting firms to provide external consultant services on an as-needed basis across a range of business, operational, and technology initiatives. This solicitation, RFSQ-2026-001, is designed to create a flexible and responsive mechanism for engaging approximately fifty consultants annually, with the majority—about 90%—focused on IT-related services such as systems, applications, and digital transformation, and the remaining 10% supporting non-IT areas including business analysis, project management, and change management. While there is no guarantee of work volume, the Bank anticipates that most consultant requirements will be based in Ottawa, with a smaller portion needing to be deployed at other regional offices including Toronto, Montreal, and Calgary. The roster will enable the Bank to quickly access qualified firms with proven expertise when demand arises, ensuring timely support for critical initiatives without committing to long-term contracts. All interested firms must submit responses through Merx.com, where the full solicitation documents and bidding instructions are available, with fees potentially applying for access. The deadline for submissions is May 19, 2026, at 4:00 p.m. EST, and the process is open to Canadian federal procurement standards.
