The objective of this RFSQ is to prequalify and establish a roster of consulting firms who will be invited to participate in second-stage, invitational processes for the provision of external consultants on an as-required basis. The Bank anticipates an ongoing and variable need for external consultants to support a range of business, operational, and technology initiatives. On an annual basis, the Bank expects to engage approximately fifty (50) external consultants through the Roster based on project demand and internal capacity; however, the establishment of this Roster does not guarantee any minimum volume of work or level of engagement. It is estimated that approximately 90% of requirements will relate to IT external consultant services, including services for systems, applications, and digital initiatives, with the remaining 10% relating to non-IT services such as business analysis, project management, change management, and other specialized advisory support. It is estimated that 90% of the resources will be required in the Ottawa region and the remaining 10% would be required at other Bank locations (Toronto, Montreal, Calgary, and other locations if applicable).
