The Southwest Regional Maintenance Center intends to award a sole source Firm Fixed Price purchase order to Echelon Front, LLC for the Extreme Ownership MUSTER Leadership Conference, a two-day leadership development event scheduled for July 8–10, 2026, at the Gaylord Pacific Resort & Convention Center in Chula Vista, California. The contract supports the Waterfront Operations Department (Code 300) and will provide registration and attendance for twenty-two SWRMC personnel at a unit cost of $2,065 per participant, resulting in a total contract value of $45,430. The services include keynote presentations, instructor-led discussions, leadership assessments, practical exercises, small-group activities, and training materials such as the Extreme Ownership MUSTER Workbook and associated resources, delivered by Echelon Front’s team of former military leaders and executive trainers. This procurement is processed under FAR Part 12 and FAR Part 13, classified under NAICS Code 611430 with a size standard of $15 million in annual revenue, and no set-aside is in effect. Echelon Front is the sole proprietary provider of this specific leadership training at the Muster conference, and the government has determined that competition is not in the best interest of the agency.
