Request for Qualifications - Conn Dam Stability Assessment, Spillway Improvements, and Feasibility Alternatives Study
Solicitation # 2026-RFQL-054
The City of Napa Utilities Department is seeking a qualified consulting team through Request for Qualifications 2026-RFQL-054 to perform a stability assessment, spillway improvements, and a feasibility alternatives study for the Conn Dam. The project is driven by requirements from the California Department of Water Resources Division of Safety of Dams (DSOD), which identified that the existing spillway does not meet current Probable Maximum Flood (PMF) design criteria and raised concerns regarding the long-term geotechnical stability of the dam embankment. The selected consultant will be responsible for conducting comprehensive subsurface explorations, performing static and seismic slope stability evaluations, and recommending alternatives to mitigate spillway deficiencies. Additionally, the scope includes evaluating options to increase reservoir storage capacity to enhance water supply reliability and flood protection, while supporting future U.S. Army Corps of Engineers (USACE) feasibility studies. This procurement follows a Qualifications-Based Selection process per the Brooks Act, where the award is based on technical capability and experience rather than cost. Evaluation is a two-step process consisting of a Statement of Qualifications weighted at 70 percent and optional oral interviews weighted at 30 percent. A critical project milestone is the submission of a comprehensive geotechnical investigation report to the DSOD by December 31, 2028. The contract requires strict adherence to federal and state regulations, including 2 CFR Part 200 Uniform Guidance, the Build America Buy America Act, and various civil rights and accessibility certifications. Statements of Qualifications are due by October 29, 2026, via the City's Opengov procurement portal.

The purpose of this effort is to acquire post-production support tasks/services unique to the OEM as required to maintain an adequate level of continuous sustaining engineering and logistics support for the United States Air Force (USAF) and Foreign Military Sales (FMS) F-15 fleets. The program is intended to be highly flexible and broad in scope to allow for quick reaction and adaptation to the demands of a dynamic and unpredictable operating environment. The contractor services required for sustainment include but are not limited to the following: to provide quick reaction, recurring, non-recurring, and sustaining engineering services; support accident and incident safety investigations; provide limited technical support; perform material improvement projects; perform ground and flight testing; and to develop, produce, and maintain engineering data. The contractor will maintain critical core capabilities and provide F-15 support to evaluate and respond to sustaining engineering problems, questions, and/or situations using the established Silver Bullet process. The contract will include a 12-month basic period, three (3) 12-month negotiated options, four (4) 12-month to-be-negotiated options, and a six (6) month option to extend services. Description of Services: The Contractor shall provide all labor and tools necessary to perform requirements identified in this PWS. The Contractor shall support troubleshooting, problem analysis, and performance and supportability improvement issues on fielded aircraft, support equipment, and trainers via an authorizing instrument termed "Engineering Task". This support will relate to deficiencies and/or problems and improvement needs identified during aircraft operations. Engineering task activities will include testing, simulation, problem analysis, training, parts substitution analysis, risk assessments, inspection advisories and corrective actions to resolve field operational problems and improvement requirements. Engineering tasks are memorandums that include a Statement of Work (SOW) clearly identifying the task that is to be accomplished and the deliverable required, estimated man-hours to accomplish the task and an estimated completion date for that task. The Contractor shall perform Silver Bullet engineering tasks as directed by AFLCMC/WWQE per the SOW for each individual tasking. Engineering tasks cannot extend beyond contract end date unless the USAF approves in writing and modifies the Delivery Order. Objective: To provide an adequate level of continuous, quick reaction, sustaining engineering and logistics support for the following F-15 aircraft fleets: United States Air Force (USAF), Air National Guard (ANG), Royal Saudi Air Force (RSAF), and Israeli Air Force (IAF). Optional Users: Republic of Korea Air Force, Republic of Singapore Air Force, and Japan Air Self Defense Force Benefit to United States Air Force (USAF): This program provides the USAF with continuous, quick reaction engineering expertise and analysis from the Contractor which exceeds the technical capabilities of the F-15 SPO.
