The Department of Defense, through the Ut DLA Aviation At Ogden office, is conducting market research for the acquisition of three Actuator, Electro-Me units with NSN 1680-01-085-4423WF and part numbers 81755 16VK013002-2 and 98889 1685T100-3, intended for use on F-16 B and D model aircraft with an estimated delivery date of March 31, 2028 to destination DPL002. This combined Request for Information and Synopsis is not a solicitation for proposals or a commitment to award a contract, and no payment will be made for information submitted. Respondents must be capable of meeting stringent manufacturing qualification requirements, including possession of or access to facilities and equipment for manufacturing, inspection, testing, packaging, and storage, and must demonstrate full compliance with the ESA-approved engineering/technical data package and Lockheed Martin drawing 16VK013002. Unique Identification compliance under DFARS 211.274 is mandatory, and offerors must also establish and document a management process for Critical Safety Items and their associated processes. All submissions, including capability statements, proposals, or quotations, must be received by June 5, 2026, and must be accompanied by a pre-contract award qualification article submitted at the offeror’s expense, which must undergo form, fit, and function evaluation and be accompanied by a qualification test plan and complete test report approved by 416 SCMS. The government reserves the right to inspect all testing processes, including on-site witnessing, and must be notified at least 30 days in advance of any qualification testing. Award will only be made to offerors who are fully qualified in accordance with FAR clause 52.209-1, and the item is subject to Free Trade Agreements. There is no expectation of a small business set-aside, and while commercial item policies under Part 12 are not currently planned for use, offerors may indicate if their solution qualifies as a commercial item within 15 days of this notice.

This notice is a combined Request for Information and Synopsis. The primary purposes of this notice are as follows:
- Conduct market research to determine if other sources capable of satisfying the agency’s requirements exist and if commercial items or non-developmental items are available that meet the agency’s requirements.
- Improve small business access to acquisition information.
- Enhance competition by identifying contracting and subcontracting opportunities.
This announcement is not a Request for Proposal or an Invitation for Bid, nor is it to be construed as a commitment by the Government. Based upon market research, the Government is not planning on using policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
This part required engineering source approval by the design control activity to maintain the quality of the part. Existing unique design capability, engineering skills and manufacturing knowledge by the qualified source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity’s procedures, as approved by the cognizant Government engineering activity. The
qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application.
Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. The solicitation identifies the office where additional information can be obtained concerning qualification requirements are cited in each individual solicitation.
One or more of the items under this acquisition is subject to Free Trade Agreements.
