DLA Aviation is seeking the procurement of 21 F-16 Angle of Attack Transmitters, identified by NSN 6610-01-222-6439 and part numbers 16VC002-3 or SLZ9695-3, for a Foreign Military Sales customer. The estimated delivery schedule for these components is on or before June 5, 2023. Due to the government not owning the necessary technical data and the impracticality of reverse engineering, the requirement is limited to a small number of responsible sources, with Lockheed Martin Corporation and Aerosonic LLC identified as potential primary sources. Foreign participation is not permitted at the prime contractor level. The acquisition process includes strict adherence to military standards for preservation, packaging, and marking, specifically MIL-STD-2073-1 and MIL-STD-129, to ensure the integrity of the transmitters during transport. Technical specifications are governed by engineering drawing 200733803. While initial notices indicated the requirement would not be set aside for small businesses, subsequent solicitation documentation mentions a small business set-aside designation. Interested parties must comply with all specified reporting and data requirements as outlined in the solicitation and associated amendments.
