AI Contract Overview
The U.S. Government intends to award a sole-source, firm-fixed-price contract to Parker-Hannifin Corporation (CAGE: 59211) for non-commercial engineering services in support of the F-22 Actuators program, following the authority of FAR 6.302-1 due to the lack of alternative sources capable of meeting the requirement. The contractor will deliver two primary outputs: comprehensive Logistics Product Data (LPD) and Engineering Data for Provisioning (EDFP) for a defined set of F-22 actuator systems and associated components, including horizontal tail servoactuators, aileron and flaperon servoactuator assemblies, rudder servoactuators, hydraulic reservoirs and accumulators, and valve assemblies for leading edge flaps; and a detailed depot gap analysis to support the establishment of an organic repair and overhaul capability at Hill Air Force Base, covering current capabilities, identified skill and training deficiencies, and essential equipment and tooling requirements. These deliverables must adhere to specific standards including IPPS, GEIA-STD-0007, and the AFMC D220 system, and are to be submitted via designated CDRLs such as DD Form 1423 for provisioning documentation. The contract is subject to price reasonableness determination, requiring the offeror to provide other than certified cost or pricing data as deemed necessary by the Contracting Officer, with award contingent on final negotiated pricing being deemed fair and reasonable. Performance will occur at Hill Air Force Base, Utah, with all inspections and acceptance activities conducted at the destination. The contractor must comply with stringent federal requirements including WAWF for invoicing, cybersecurity safeguards per 252.204-7012 and NIST SP 800-171, prohibitions on covered telecommunications equipment under 252.204-7018 and 52.204-25, and whistleblower protections.
