Notice of Intent to Sole Source: F-35 Engine Run Simulator

The U.S. Air Force at Eielson Air Force Base is seeking market information for a turnkey F-35 Engine Run Training Simulator under a total small business set-aside program, with the North American Industry Classification System (NAICS) code 333310 and a size standard of 1,000 employees. The requirement is for a fully integrated, self-contained simulator that replicates the physical characteristics, dimensions, and articulation of an F-35 cockpit without requiring additional Government-furnished hardware. The system must include a Power Control Panel with specific switches, a Throttle Box, two foot pedals, a Panoramic Control Display touchscreen, an ejection seat, a flight control stick with accurate dimensions, a parking brake switch, an engine run switch, and a Vehicle Systems Built-In Test switch. It must operate on standard U.S. 110 VAC, 60 Hz power, fit within dimensional limits of 70” L x 45” W x 60” H, and run on stand-alone, air-gapped software with a perpetual license. All hardware and software must be covered by a minimum 24-month warranty with dedicated technical support, accompanied by commercial operating manuals and basic troubleshooting guides. The system must strictly comply with International Traffic in Arms Regulations (ITAR) for manufacturing, distribution, and operation, and the Government requires on-site installation, configuration, and a comprehensive "train-the-trainer" operator session conducted by qualified personnel.
