The United States Air Force Test Center, Directorate of Contracting, issued a sole source, firm-fixed-price contract to Stirling Dynamics Limited for the procurement of F-35 Hand on Throttle and Stick (HOTAS) systems. The scope of work includes the delivery of seven simulated sticks and seven simulated throttles, along with six Essex F-35 JSF side stick grips and six Essex F-35 JSF throttle grips. Additionally, the contract covers rig calibration and maintenance services to ensure form, fit, and function equivalence to operational F-35 controls. Performance is centered at Building 1030, Edwards AFB, with acceptance based on the system's ability to maintain the mandatory 80Hz force parameter update rate.

competition other than full and open. This is due to the custom-made F-35Hand on Throttle and Stick (HOTAS) 80Hz by Stirling Dynamics Limited for
Building 1030. Stirling Dynamics Limited are the manufacturer of the HOTAS 80Hz that best fits the requirement.

9021490400-1 Essex F-35 JSF Throttle Grip, Qty of 6

In order to comply with FAR 5.207(c)(15), the reason for lack of competition
is as follows:

Stirling Dynamics Limited, manufactures 80Hz HOTAS. The F-35 flight
simulator requires active control systems that provide high-fidelity, active
force feedback to accurately replicate flight conditions for critical Pilot and
Flight Qualification (P&FQ) missions. The essential technical requirement
for these missions is the system's ability to continuously update force
parameters in the stick and throttle at a rate of 80Hz. This 80Hz feedback
capability is a unique and demanding requirement specific to the F-35

URC-300 VHF/UHF Transceiver Assembly and Remote Control Unit (RCU)
Solicitation # ACQ-26-H096
The Department of the Air Force, through the Air Force Test Center (AFTC/PZZF) at Edwards AFB, intends to award a sole-source, Firm-Fixed-Price purchase order to ACG Systems, Inc. under solicitation ACQ-26-H096. This procurement is for one URC-300 VHF/UHF Transceiver Assembly and ten associated auxiliary components, including a Remote Control Unit (RCU), mounting brackets, antennas, and cabling. The equipment is required to expand the capabilities of the Mobile Telemetry Van supporting the B-52 Commercial Engine Replacement Program (CERP) and must integrate with the proprietary CM-350 V2 control protocols. The government has determined that ACG Systems, Inc. is the only responsible source capable of satisfying the requirement because they are the original equipment manufacturer and the hardware must meet mandatory military TEMPEST and EMI shielding standards for classified and unclassified operations. Utilizing non-ACG hardware would result in significant duplication of costs and cause a critical six-to-nine-month delay due to mandatory recertification, which would threaten B-52 engine replacement timelines and operational readiness targets. The award is based on the vendor's unique technical compatibility and the determination that the pricing is fair and reasonable based on historical data from previous contract FA9302-22-F-G596.
