Solicitation # 19AQMM26Q0469
Solicitation 19AQMM26Q0469 is an unrestricted Indefinite Delivery Indefinite Quantity (IDIQ) procurement issued by the U.S. Embassy Mexico's International Narcotics and Law Enforcement Affairs (INL Mexico) office. The primary objective is to strengthen the capacity of Mexican state and federal crime analysts by providing certification services under the CONOCER Competency Standard, specifically targeting up to 850 analysts in Competency Standard 1599 to improve investigative quality and reduce impunity for high-impact crimes. The contract is structured as a Firm Fixed Price (FFP) agreement with a five-year ordering period running from December 1, 2026, to November 30, 2031. The scope of work includes evaluation services, the issuance of certifications, and associated travel and VAT reimbursements, with performance occurring at various locations across Mexico. To be eligible, the contractor must be formally registered as a CONOCER Evaluation and Certification Institution and assign qualified personnel, including a CONOCER Evaluator for the 1599 Competency Standard. Award will be based on a trade-off approach where technical factors—specifically key personnel, technical approach, relevant corporate experience, and past performance—are deemed more important than the evaluated price. The evaluation process focuses on the greatest value to the government rather than a numerical formula. Administrative requirements include electronic invoicing via the Invoice Processing Platform (IPP) and adherence to strict submission guidelines, with the final response deadline set for November 1, 2026.

Full Description

The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ, intends to negotiate on a non-competitive basis with Advanced Concepts and Technologies International (ACT I), 1105 Wooded Acres, Suite 500, Waco, TX 76710, a Cost Plus Fixed Fee contract for Cost, Affordability and Technical Service Support for the Joint Strike Fighter Program Office (JSFPO) Arlington, VA. The Government intends to procure the above services under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source and no Other Supplies or Services Will Satisfy Agency Requirements, to ensure there will not be a break in the required services while a competitive Seaport-e Task Order is being put in place. The procurement will consist of a six-month base period and two three-month options. The Joint Strike Fighter (JSF) F-35 program is a joint DoD ACAT 1D major acquisition program that includes the U.S. Air Force, U.S. Navy, and U. S. Marine Corps. JSF F-35 also includes eight foreign partner countries formally identified as Cooperative Partner Participants (CPP) along with three other countries called Security Cooperative Participants (SCP). The F-35 JPO requires cost, affordability and technical support services to support its critical mission of developing the next generation strike fighter aircraft. The program cost, affordability, and technical support disciplines consist of Program Management, Cost Estimating, Earned Value Management, Scheduling and System Integration Support. These services support the development of cost models and provide analysis for cost, schedule and Autonomic Logistics and Global Sustainment (ALGS). The work to be performed under this contract will ensure that the JSF F-35's Cost and Earned Value Management (EVM) Integrated Product Team (IPT) has the technical expertise to procure an affordable next generation strike aircraft weapon system. The services of this procurement will support JSF F-35 locations in Arlington, VA and Wright Patterson Air Force Base, OH. ACT I is currently supplying the support services for this requirement. It is in the Government's best interest to issue a new contract to ACT I for a continuation of services while the competitive Seaport-e Task Order is being put in place. This will ensure there will not be a break in the services required; any interruption to these services would cause the JSF F-35 program to lose critical program data and information. This sole source action is a temporary bridge for the continuation of services until the Seaport-e Task Order is in place. A determination by the Government not to open this requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses must be received within fifteen (15) days of publication of this notice. Any responses should reverence N68335-13-R-0018. The Point of Contact is Suzanne Tilton, email suzanne.tilton@navy.mil.

Engineering and Technical Services for Support Equipment Department at NAWCADLKE
Solicitation # N6833527R1000
Solicitation N6833527R1000 is a total small business set-aside for comprehensive mechanical and electrical engineering and technical services to support the Support Equipment Department at the Naval Air Warfare Center Aircraft Division Lakehurst, New Jersey. The scope of work includes the design, development, acquisition, evaluation, sustainment, and logistics of support equipment and aircraft launch and recovery equipment across organizational, intermediate, and depot-level maintenance environments. Technical activities involve utilizing industry-standard design tools such as AutoCAD and LABVIEW, performing avionics fault detection, managing data in platforms like AUTOSERD and SERMIS, and participating in critical design and system engineering reviews. The contract is structured with a five-year period of performance, consisting of one base year and four option years, with a maximum duration of five years and six months. The government will award one task order based on a best-value tradeoff analysis, where technical and past performance factors are significantly more important than cost. Technical evaluation focuses on the understanding of the work and key personnel resumes, the latter of which is a pass/fail requirement that can render a proposal unawardable. A material condition for award is the possession of CMMC Level 2 self-certification. Administrative requirements include the use of the Wide Area WorkFlow system for invoicing and adherence to strict cybersecurity standards, including NIST SP 800-171. Proposals must be submitted electronically via the PIEE portal by December 3, 2026, following specific volume and page limit constraints.
