NOTICE OF CONTRACT ACTION The Air Force Test Center (AFTC), Contracting Directorate, Specialized Contracting Branch (AFTC/PZIE-Eglin) located at 205 West D Avenue, Suite 414, Eglin Air Force Base, FL, 32542, intends to enter into a new sole source Indefinite Delivery Indefinite Quantity (ID/IQ) contract with Northrop Grumman Amherst Systems, Inc., located at 1740 Wehrle Drive, Buffalo, New York 14221. Work will occur at the contractor's facility in Buffalo, New York, and at Eglin AFB, FL. No foreign participation is permitted. This contract is for Radio Frequency (RF) simulator spares (CLIN 0001), engineering technical support (CLIN 0002), repairs (CLIN 0003), upgrades (CLIN 0004), and travel (CLIN 0005) in support of the 53rd Wing's F-35 Reprogramming Laboratories. Subject contract is anticipated to be awarded on or before 17 September 2018, and have an ordering period through September 2023 (approximately 60 months). Contract cap is set at $7,680,000. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). This notice of intent is not a request for competitive proposals, and a Request for Proposal (RFP) will not be issued. The National American Industry Classification System (NAICS) code for this action is 541330, with a size standard of $38.5M. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government.
