PMX-281 IT Strategy, Software Modernization, and Digital Decision Intelligence Advisory Subscriptions
Solicitation # N00019-26-RFPREQ-WPM281-0281
Naval Air Systems Command (NAVAIR), through PMX-281, is conducting market research via a Sources Sought Notice to identify capable providers for IT strategy, software modernization, and digital decision intelligence advisory subscriptions. The government intends to satisfy this requirement through an existing DoD Enterprise Software Initiative (ESI) Blanket Purchase Agreement (BPA) and is specifically evaluating whether there are sufficient small business BPA holders or authorized resellers to support a small business set-aside. The scope of work involves providing software engineering and decision intelligence tools, including digital platforms and benchmark data, alongside objective advisory and consulting services to support AI integration and enterprise software architecture for United States Naval Aviation. Key deliverables include one Team Leader license, five Executive Member licenses, five Advisory Member licenses, and on-demand specialized consulting services. Technical requirements specify that software platforms must meet DoD Cloud Computing Security Requirements Guide impact levels, such as FedRAMP Moderate or DoD IL4/IL5. Additionally, personnel providing advisory services must be eligible for Top Secret (SCI) clearances, and all providers must comply with DD Form 254 industrial security requirements and ITAR/EAR export controls. Interested parties must submit a structured capability statement not exceeding eight pages by November 4, 2026, detailing their BPA status, socioeconomic designations, and technical conformance.

F-35 JPO Enterprise Data Science and Analytics Support
Solicitation # N0001927R0054
The F-35 Joint Program Office (JPO) is seeking information for Enterprise Data Science and Analytics Support, specifically focusing on Desktop as a Service (DSaaS). The scope of work involves the formulation, development, and deployment of production-ready machine learning algorithms for predictive maintenance and supply-chain optimization, the design of secure cloud data architectures across AWS GovCloud, Microsoft Azure Government, and Snowflake Government, and the creation of interactive business intelligence dashboards using tools like Tableau, Power BI, and Looker. Technical requirements include packaging code in security-hardened Docker containers for deployment via Kubernetes or OpenShift, maintaining 98 percent data accuracy and completeness, and ensuring dashboard views load in under five seconds. This effort is currently in the Request for Information (RFI) phase, with an anticipated contract structure consisting of a 12-month base period and four 12-month option periods. The government intends to use a Firm Fixed Price (FFP) contract type. Due to the sensitive nature of the work, all contract support team members must possess active Top Secret clearances, and a Top Secret Facility Clearance is preferred at the time of proposal. Eligible respondents must be U.S.-owned and headquartered in the United States, with performance occurring through a hybrid arrangement primarily within the National Capital Region. Compliance with DoD Cloud SRG, FedRAMP, NIST, and Zero Trust standards is mandatory.

MH-60R Airborne Low Frequency Sonar (ALFS) Weapon Replaceable Assemblies (WRA) Support and Sustainment
Solicitation # N0001926RFPREQAPM2990566
The Naval Air Systems Command intends to negotiate multiple sole-source orders with Thales Defense and Security, Inc. under a Basic Ordering Agreement spanning fiscal years 2027 through 2031. This agreement supports the AN/AQS-22 Airborne Low Frequency Sonar system for the MH-60R Multi-Mission Helicopter, covering product support, development, sustaining engineering, repairs, spares, and logistical services. The scope specifically focuses on Weapon Replaceable Assemblies, including the Transducer Assembly, Reeling Machine, and associated control and interface units, to mitigate obsolescence for the U.S. Navy and Foreign Military Sales customers. The first planned task order under this agreement involves a sustaining engineering evaluation of three Government Furnished Equipment Specialized Test Equipment benches. Thales Defense and Security, Inc. is identified as the sole source for this requirement because it is the U.S. subsidiary of the original designer and manufacturer, possessing the proprietary technical data, source code, and domestic facilities necessary to perform the work. While the government is pursuing a sole-source award, it is currently seeking capability statements from other responsible sources to verify market capabilities.
