The United States Agency for International Development, Malawi (USAID/Malawi) in furtherance of the Sustainable Increases in Rural Incomes Strategic Objective intermediate result of Increased Household Revenue from Community Based Natural Resources Management (CBNRM), is soliciting offers from responsible entities for an activity to enhance household revenue from participation in Community-Partnerships for Sustainable Resource Management in Malawi - Phase II (COMPASS II). All responsible sources may submit a proposal for consideration. The offeror submitting a proposal which offers best value will be awarded a cost plus fixed fee contract (CPFF) with a five year period of performance. The planned release date for the Request for Proposals (RFP) is June 15, 2003 with proposals due approximately 60 days thereafter. The preferred method of distribution of USAID procurement information is through Internet. The RFP will be available from the USAID internet site, http://www.usaid.gov/procurement_bus_opp/procurement/solicitation/. Offerors may also request a hardcopy of the RFP which will be sent by Diplomatic Pouch from Botswana. Requests for hardcopies of the solicitation should be directed to Ms. Beatrice Lumande at fax number 267 392 4486 or via e-mail: blumande@usaid.gov. Receipt of the RFP through Internet must be confirmed by written notification to the contact person noted above. USAID will not entertain questions until after the RFP is issued. It is the responsibility of the recipient of this solicitation to ensure that it has been received from the Internet in its entirety and USAID bears no responsibility for data errors resulting from transmission or conversion processes. Telephone requests will not be honored and Walk-In requests will only be honored if accompanied by a written request. When the RFP is issued, any amendments thereof will be posted on the internet, and interested parties should check the website regularly. The publication of this notice or the RFP does not obligate the U.S. Government to make an award.
