The United States Department of Agriculture Natural Resources Conservation Service (NRCS) is soliciting proposals from qualified firms to develop Comprehensive Nutrient Management Plans (CNMP) for farm and ranch operations across Oregon. Payment for these plans will be made on a fixed-fee basis aligned with the rates specified in Table A, which correspond to the funds available through producers' Environmental Quality Incentives Program (EQIP) contracts. Firms selected under this solicitation will be authorized to receive payments directly from NRCS, as producers assign their payment rights. NRCS plans to award contracts to the two or three most qualified firms based on evaluation criteria detailed in the solicitation, allowing multiple awards and task orders. Awardees will receive task orders for individual CNMP projects, with guaranteed minimums of $4,500 and potential cumulative task orders up to $350,000. Each task order will be a fixed price contract, determined by either acreage or animal units involved, but individual CNMP plans will not exceed $4,500 or fall below $1,500 in cost to the government. Payment will be made upon successful completion and acceptance of each plan. Interested firms must submit two copies of Standard Form 330 by 4:00 pm local time on April 22, 2005, to the specified NRCS contact point in Portland, Oregon. This procurement aims to establish a pool of qualified CNMP providers to support producers under EQIP within Oregon.
