The United States Environmental Protection Agency Region 4 is extending contract EP-S4-15-05 for Emergency and Rapid Response Services (ERRS IV) through a non-competitive process. Originally awarded on August 23, 2015, under full and open procedures, this contract provides critical emergency environmental cleanup services. The extension is justified under FAR 6.302-1(a) as there is only one responsible source capable of maintaining these services without a break in coverage, which would otherwise negatively impact the agency's mission while a follow-on contract is established. The extension applies to the primary contract and all active task orders, extending the period of performance to May 22, 2021, with an optional three-month extension available through August 22, 2021. This action is part of a broader effort to extend three related ERRS contracts with a combined estimated value of 21 million dollars, allocating approximately 7 million dollars per contract. Managed by the Region 4 Contracting Office in Atlanta, Georgia, under NAICS code 562910, the procurement is overseen by Contracting Officer Geoffrey Krieger.

Full Description

The United States Environmental Protection Agency, Region 4, is extending contract EP-S4-15-05 for Emergency and Rapid Response Services (ERRS) through means of other than full and open competition. A Justification for Other than Full and Open Competition has been approved to extend the existing contract and Task Orders issued pursuant to 41 U.S.C. 3304(a)(1) and cited at FAR 6.302-1(a), only one responsible source. The original contract was placed in accordance with full and open procedures under FAR Part 15 and awarded on August 23, 2015. This justification will extend the period of performance for three additional months, with an optional three-month period if necessary. This is to ensure there is not a break in service that will impact EPA's mission while a follow-on contract is placed. The contract and active task orders will be extended to May 22, 2021 with the possibility of extension to August 22, 2021 if the optional period is exercised. The approved Justification document is attached. Questions may be directed to the Contracting Officer, Geoffrey Krieger, at contact@example.gov.
