This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

U.S. Fish and Wildlife Service is issuing a Request for Quotes for the Fuel Reduction Thinning Treatment, Ninigret NWR, RI. The anticipated performance period is shown below.

Period of Performance:
November 01, 2026 ¿ March 31, 2027

Solicitation 140FS326Q0146 is issued as a Request for Quotation (RFQ) is 100% Small Business Set Aside and is conducted under FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular FAC Number: 2026-01, Effective Date: 03/13/2026. The applicable North American Classification System (NAICS) code is 115310, Support Activities for Forestry. The small business size standard is $34 Million.

1. Site Inspection:
Prior to submitting a quote, offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance.

A site visit can be scheduled by contacting the technical point of contact. Please contact the Refuge POC Nick Ernst at nick_ernst@fws.gov, 401-648-8415 to arrange a site visit.

2. Question Submission:
All questions regarding this Solicitation must be submitted in writing to the Contract Specialist, Fred Riley at Fred_riley@ios.doi.gov no later than Monday, August 31
, 2026, at 2:00pm EDT. If necessary, questions received will be answered through an Amendment to this Solicitation.

Emails must indicate the following in the subject line: Question Submission for 140FS326Q0146.

3. Quote Submission:
