F -- Northern Rockies 2008 Solicitations for Emergency Equipment Rental Agreements

The Northern Rockies intends to solicit for faller modules, mobile laundry, office clerical support modules, tent and canopy, and mechanic service truck, for the purpose of wildland firefighting, all risk incident and severity support. In order to receive an Emergency Equipment Rental Agreement (EERA) for these categories of equipment or service, vendors must respond to and meet the requirements of the solicitations. Standard specifications are being utilized in the solicitation to provide consistency in equipment nationwide. The EERAs issued for the faller module will be one year agreements; the EERAs for all other equipment and service listed above will be three year agreements. There may not be another opportunity to sign up these types of equipment and/or service until the end of the stated agreement period. It will be at the Governments discretion to re-solicit during the award period for equipment and/or service if it is determined that there are insufficient resources available for incident support. Solicitations are expected to be posted to Federal Business Opportunities (FBO) on or about February 15, 2008. Solicitations will only be available electronically by downloading from FBO and will not be mailed out hardcopy. To be considered for award, vendors must maintain a current registration in the Central Contractor?s Registration System (http://www.ccr.gov). This registration must be updated annually. This is a small business set-aside. The method of award will utilize a cascade set-aside procedure which may include set aside requirements for HUBZone small business concerns, and Service Disabled Veteran Owned Small Business concerns. Each solicitation will state the set-aside requirements for that particular solicitation. This may include, but is not limited to, local Forest Service offices, Montana Department of Natural Resources and Conservation offices, Bureau of Land Management offices, Bureau of Indian Affairs offices, or Idaho Department of Land offices.
