The U.S. Army Corps of Engineers plans to award a sole source contract to EA, Engineering, Science, and Technology Inc. for completing remedial action work at the Former Cuddihy Field Naval Station Skeet Range in Corpus Christi, Texas. This work involves remediating lead-contaminated soil to levels allowing unrestricted land use under the Formerly Used Defense Site (FUDS) Program. The contract arises from a previously competed and synopsized Indefinite Delivery Indefinite Quantity (IDIQ) contract, where an administrative oversight caused the option to extend the IDIQ contract to be missed. However, the scope, value, and performance period of the task order remain within the original IDIQ terms. To ensure transparency and correct this administrative error, the Government is issuing a Notice of Intent to sole source the contract to the current contractor. While this notice signals intent to award without competition, it is not a request for proposals but serves as a market research tool to assess the availability of other qualified sources. Interested parties are invited to respond within 15 days to be considered, although the Government retains full discretion to proceed with the sole source award. The solicitation is associated with contract number W9126G-11-D-0031 and task order number 0003, with inquiries directed to the U.S. Army Corps of Engineers in Fort Worth, Texas. The associated NAICS code for this contract is 562910, covering remediation and waste services.
