This solicitation is for the removal of hazardous waste and hazardous material from NAS-Jacksonville and surrounding locations, and from sites throughout the island of Puerto Rico. Services will consist of the pickup, removal, and disposal of assorted RCRA, non-RCRA, non-state regulated waste, management services such as tank cleaning and lab packing, as well as the removal of retrograde shipments from Guantanamo Bay, Cuba and other off-shore locations. The resulting contract will be a single, performance-based, firm-fixed price, IDIQ contract. The NAICS Code is 562211. The contract will be for an 18-month base period, and two 18-month option periods. Performance will be directed by the issuance of individual written task orders against the contract. The solicitation is estimated to be issued o/a 28 February 2007, with a closing dated of o/a 28 March. Qualification: Prospective contractors must possess a demonstrated ability to perform the required types and volume of services in accordance with all Federal, state, and local laws, ordinances, and regulations governing environmental protection and the transportation and disposal of hazardous waste and hazardous materials. In accordance with FAR 52.237-1, SITE VISIT, offerors are expected to avail themselves of the opportunity to inspect the sites where services are to be performed, and to satisfy themselves regarding all general and local conditions that may impact the costs of contract performance.
