F -- PLACE IQC

The U.S. Agency for International Development (USAID) plans to issue a Request for Proposals for a five-year, $300 million multiple award Indefinite Quantity Contract (IQC) under the Prosperity, Livelihoods and Conserving Ecosystems (PLACE) program. The contract will include approximately three unrestricted and two small business set-aside awards, with a goal of 40% subcontracting to small businesses, including a 15% allocation to Small Disadvantaged Businesses. This contract aims to support USAID’s Natural Resources Management Office to enhance social, economic, and environmental benefits through healthy ecosystems and sustainable resource management. The program will focus on improving management and conservation across landscapes, promoting equitable governance, increasing sustainable economic opportunities, and strengthening USAID’s operational support and technical leadership. Awardees will provide rapid, technically sound assistance in managing biophysical, social, governance, and economic aspects of natural resources and biodiversity conservation, responding to Performance-Based Task Orders from USAID Missions and Bureaus. Activities may range from local to global scales and involve collaboration with host country governments, NGOs, private sector, academic institutions, and community organizations. The contract will cover overarching themes such as integrated landscape management and support for fragile states, primary natural resource categories including biodiversity conservation, sustainable forestry, agriculture, tourism, and ecosystem services, alongside cross-cutting approaches like governance reform, capacity building, enterprise development, conflict management, and gender inclusion. The PLACE IQC will build upon and replace the BIOFOR IQC, aiming to provide comprehensive and flexible technical assistance to address complex natural resource management needs globally.
