Full Description

The Fleet & Industrial Supply Center, Puget Sound is soliciting for a firm fixed price service type contract to be negotiated as a 100% small business set-aside for a sludge removal services for Barge YON-102 in support of Puget Sound Naval Shipyard (PSNS) Bremerton WA and Intermediate Maintenance Facility, Bangor, Silverdale WA. The contractor shall provide all labor, supervision, equipment and materials/supplies to perform the removal and recycling of approximately 180,000 gallons of Oily Sludge from YON-102 Barge located at naval Base Kitsap, Bremerton WA 98314. The contractor shall comply with all applicable Department of Transportation (DOT) Regulations 49 CFR 100-199, Washington State Department of Ecology Regulations WAC 173-303, and Environmental Protection Agency (EPA) Regulations 40 CFR 240-280, 33 CFR Part 156 and all PSNS environmental and waste disposal requirements as attached in the solicitation. The contractor shall recycle the oily sludge in accordance with EPA's Used Oil Program and obtain the required permits, licenses and maintain the proper bookkeeping as required by EPA. Period of performance will be from approximately 12 January 2006 through 31 March 2006. The commercial solicitation, N00406-06-T-0299, will be issued on or about 27 December 2005 with a closing date of 10 January 2006. Proposed contract to be procured using commercial Simplified Acquisition Procedures in accordance with FAR Part 12 and 13.5.
