TUALATIN ELK MITIGATION ACTIVITIES - OPTION YEAR ONE ON SEPTEMBER 15, 2014 A SOLE SOURCE AWARD WAS NEGOTIATED AND ISSUED TO THE COUNTY OF WASHINGTON FOR THE MAINTENANCE OF THE TUALATIN PROJECT GROUNDS IN ORDER TO ENCOURAGE ELK POPULATION GROWTH. PRIOR TO AWARD, THE REQUIREMENT WAS NOT SYNOPSIZED WITH THE GOVERNMENTS INTENT TO SOLE SOURCE THE REQUIREMENT. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements.
