The Department of the Interior, through the Office of Imr Northern ROCKIES, has issued a Sources Sought Notice for market research under FAR 15.201(e) to identify qualified vendors capable of performing annual groundwater and surface water monitoring at four wastewater treatment plants located within Yellowstone National Park—at Fishing Bridge, Grant Village, Old Faithful, and Madison. This initiative, identified by solicitation number 140P1426Q0100 and NAICS code 541620, aims to gather capability statements to inform future contract development, with no formal solicitation or award process currently in place. The work is scoped around the 2026 sampling season, with field activities to occur between July 5 and September 15, 2026, and a full period of performance extending from August 1, 2026, to April 30, 2027. Contractors must monitor 58 well and surface water sites, collecting and analyzing samples for chlorides, nitrate plus nitrite (as N), and Kjeldahl nitrogen using EPA-approved methods, while simultaneously conducting in-field measurements of groundwater elevation, temperature, conductivity, pH, and dissolved oxygen. All sampling must be preceded by accurate depth-to-water measurements, and samples must be treated immediately per laboratory recommendations, properly labeled, and shipped under controlled conditions using insulated containers and cooling media to ensure integrity. Vendors must submit a Capability Statement detailing company information—including UEI, CAGE code, business size, and socioeconomic designations—as well as demonstrated experience in groundwater monitoring, particularly in remote, bear-populated wilderness environments. A key requirement is the designation of a full-time, direct employee as field-work manager with a minimum of ten years of professional experience as an engineer, hydrologist, geologist, or wastewater operator, holding a Bachelor of Science degree and proven expertise in managing field operations under challenging conditions. The manager is responsible for safety oversight, equipment calibration, well head evaluation and repair, sample collection, and logistical coordination. All personnel must be at least 18 years old, trained in OSHA and EPA protocols, and equipped with bear spray and personal protective gear, which must be provided by the contractor along with vehicles, fuel, radios, cell phones, first aid supplies, and weather-appropriate clothing.
