AI Contract Overview
The Department of Veterans Affairs is proposing a sole-source procurement for secondary water treatment services at the Loch Raven and Baltimore VA Medical Centers under contract number 36C24526Q0755, with a response deadline of August 11, 2026. The agency intends to award the contract exclusively to Barclay Water Management, Inc., due to the proprietary nature of their iChlor® system, which requires continuous remote monitoring, operation by state-licensed personnel, and direct maintenance by Barclay employees. Barclay maintains full control over the system because it is legally and operationally responsible for disinfection output, EPA reporting, and regulatory compliance, with their name formally listed on the equipment. The company operates the system as a complete turn-key solution, ensuring safety and performance without delegation to third parties. This approach is non-negotiable as Barclay’s reputation and liability are directly tied to the system’s reliability. The contract falls under NAICS code 221310 for water treatment and is managed by the VA’s Network Contract Office 5 in Linthicum, Maryland, with William Chris Galletta designated as the primary point of contact for procurement inquiries.

VA Maryland Healthcare Baltimore, MD 21201 RE: B533--iChlor Secondary Water Treatment (36C24524Q0754) Intent to Sole Source - Barclay Water Management iChlor®
Dear Government, Barclay Water Management, Inc. 55 Chapel Street Suite 300 Newton, MA 02458 Tel: 617-926-3400 www.barclaywater.com
In the interests of your Facility and its patients, Barclay Water Management maintains control of our iChlor® systems and does not offer them through distribution or secondary vendors. The following are the main reason that we maintain control of our iChlor® systems: iChlor® Systems require continuous remote monitoring and a State licensed operator that is provided by Barclay Water Management. Barclay s name is listed on the equipment providing the disinfectant to the Facility, which then reports to the EPA. iChlor® is a propriety system to Barclay Water Management. All work is performed by direct-hire Barclay Water Management employees, including manufacturers of iChlor®. Barclay is responsible for the operation, maintenance, permit compliance of the unit, making it a complete turn-key solution. For the reasons stated above we do not give control access of the iChlor® unit to anyone outside of Barclay. Please know we take safety very seriously, as our name and reputation are tied to the unit s performance. If you require additional information or assistance, please feel free to contact me at (540) 809-4966 or via email at mike.brown@barclaywater.com.
Respectfully,
Mike Brown Senior Area Manager
